Accelerated procedure
Where a state of urgency, duly substantiated by the contracting authority, renders the minimum time limits of the open, restricted or competitive procedure with negotiation impracticable, it is possible to use the accelerated procedure.

In the open procedure the minimum time limit for receipt of tenders can be shortened to 15 days.

In the restricted procedure and the competitive procedure with negotiation the minimum time limit for request to participate can be shortened to 15 days and the minimum time limit for receipt of tenders can be shortened to 10 days.

The use of the shortened time periods is strictly defined and their use must be justified.

Negotiated procedure
In cases of extreme urgency it is possible to use the negotiated procedure which has no minimum timescales.

The cause of the 'case of extreme urgency’ must be outside the contracting authority's control, must not be attributable to the contracting authority and be brought about by events unforeseeable by the contracting authority.
