The use of some simple measures can also help determine what the institution is doing and help highlight areas to be addressed in a strategy document. The measures revolve around the number of orders placed, their value and the number of suppliers, either in total, by supplier or within commodity groups.
For example, the use of a framework arrangement for the supply of stationery should lead to a significant reduction in the number of stationery suppliers used by the institution. If this does not happen, questions should be asked about why. This could highlight a communication issue ie the users do not know about the arrangement, or a quality issue ie users do not feel that the quality of the items is acceptable or believe they can purchase the same goods cheaper from somewhere else. This information should then be used to improve the current contract arrangement.
