Sourcing New Suppliers and Required Quotations and Tenders

Colleges have access to a range of EU tendered collaborative procurement agreements and we would request each department, through their key procurement member of staff, to register as a user to Crescent Purchasing Consortium (CPC) which is now owned by the further education sector and is solely for sector usage .

By using the framework agreements your department will be able to:-

  • Source new suppliers
  • Carry out mini tenders/obtain quotations to obtain best price/specifications/service levels
  • Ensure EU compliance and so reduce the college’s exposure to risk
  • Assist the college in meeting its government requirement to channel our spend through collaborative EU tendered agreements
     

Please note:  when requesting pricing etc via a framework agreement, it is an EU requirement that all suppliers listed on the framework are invited to submit quotations.

It is those areas of spend that are specific to your department that we urge you to make use of the framework agreements to ensure compliance.  [Please note:  those frameworks for large areas of spend which are common to the whole of the college are carried out by procurement and managed centrally for example  but not exclusively, laptops, desktops, ink cartridges, paper, furniture, printers, photocopiers and managed print services, AVA, staff recruitment 

  1. Register your department (Key procurement administrator) on CPC
     
  2. Check to see if a supplier already exists for commodity required
     
  3. (If not) search for appropriate framework
     
  4. Send clear specifications and quantifiable evaluation to all suppliers on the framework
     
  5. Receive bids, compare and evaluate in an open, quantifiable and transparent way (seek advice from procurement)
     
  6. Notify all tenderers of the outcome at the same time in writing
     
  7. Apply a mandatory 10 day standstill period  To allow tenderers to raise potential concerns
