Qualitative judgements

Qualitative judgements cover the views of all those involved in the procurement process about what really matters when weighting up options. These intuitive judgements are very important when it comes to making a decision. 

In some instances these intuitive judgements may not be made explicit or discussed during the consultation process. Subsequently, this may be detrimental to the decision process or fail to provide evidence of the thought processes followed while reaching a decision. 

The use of the Whole Life Costing Model provides structure to the decision making process and evidence that the same elements were considered in relation to each bid submission.
