Mathematical formula

The contracting authority shall determine a mathematical formula to represent the various criteria and their relative weightings used to determine the most economically advantageous tender.

The purpose of the formula is to calculate a single score for each tender submission and will determine the automatic re-ranking of participants on the basis of the new prices and/or new values submitted.  In the initial contract specification, some features may be stated as ranges. These will have to be reduced to a single value for use within the formula.

The formula must be provided to the bidders with the invitation to participate in the e-auction. 

Where variant bids are allowed and authorised, a separate formula will be required for each variant.
