Identify the need
One of the current halls of residence is over 30 years old.  It is becoming very expensive to maintain and the students no longer wish to stay in that standard of accommodation

The challenge
Should the current accommodation service provided in this hall of residence continue?
Are there alternative ways of providing this service in a cost-effective manner?

Assessment 
A much more detailed challenge is required in this scenario
Prepare an Outline Business Case to identify the reasons for change and to suggest possible solutions
This should be supported by an Options Appraisal to make an assessment of the potential costs of the various solutions

After this initial challenge process, an outline solution should be identified.  In major projects, such as the refurbishment or replacement of a hall of residence, there will be more challenge stages before the final decision is made and a refurbished or replacement facility is ready for use by the students.
