There is a caveat that the negotiated procedure cannot be used where the aggregated value for any additional services or works represents more than 50% of the original contract. Further the purpose of the extension must be to provide more of the same products ie a change to the requirement/specification would render the extension invalid.

When calculating the aggregated value of any proposed extension, consideration must be given to the value of any goods that the contracting authority provides to the person awarded the contract (to be used while carrying out the required work or services).
