We will need to look at our payrole services in the next few months. Currently out sourced through Cornwall CC.
As the annual cost over the period of the contract (normally 4 years) is likely to be above £40,000 would we be required to go through the EU process?

As your contract value over the 4 years (at £160k) would be over the EU threshold of £139k for Supplies & Services, and Payroll Services are a ‘Priority’ Service - you would need to go through the EU process.
