Where the contracting authority cannot issue tender documentation electronically or does not offer "unrestricted and full direct access" by electronic means:
- The tender documents shall be despatched within 6 days of a request to participate, provided that the request was made in good time before the deadline for the submission of tenders
Also, provided that it has been requested in good time, additional information relating to the specifications and any other supporting documents shall be supplied no later than 6 days before the deadline set for the receipt of tenders.
