Accelerated restricted and negotiated procedures
In cases where there is extreme urgency it is possible to use the Accelerated Restricted or Accelerated Negotiated procedure. The process is the same as for the Restricted and Negotiated procedures however the timescales for economic operators (suppliers) requesting to participate in the tender exercise, and then for the submission of tenders, is shortened.
Note: having to spend funds quickly, for example to meet the end of a financial period, is not sufficient reason to use an Accelerated procedure. The urgency must be due to unforeseen circumstances.
In practice, it is best to endeavour not to use either of the Accelerated procedures, if only for the fact that it places very tight deadlines on both the buyer and supplier. Creating and completing tender documentation in very short time periods will not enable either buyers or suppliers to produce quality work.
